    UAE-Germany Strategic Partnership Strengthened Through €40 Billion Investment Commitment

    BERLIN, GERMANY / RankWire.AI / – During an official visit to Berlin, the United Arab Emirates and Germany inaugurated a Strategic Dialogue and committed to establishing a bilateral Investment Council. UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz attended the announcement of 12 government-level accords, memoranda, and declarations. These agreements span sectors including investment, energy, technology, aviation, security, legal collaboration, environmental issues, data systems, and culture. They serve to expand the scope of the longstanding UAE-Germany Comprehensive Strategic Partnership established in 2004.

    The Strategic Dialogue will facilitate cooperation in regional security, defence, trade, investment, energy, climate change, digital transformation, transport, education, and emerging technologies. Additionally, both governments signed a declaration of intent to create the German-UAE Investment Council, which will act as a platform for both public and private sector engagement on investment initiatives. The resumption of the Joint Economic Committee provides another formal channel to bolster bilateral economic discussions.

    Among the government accords are new arrangements that improve air transport access for UAE national airlines to Berlin Airport. They also encompass cooperation on passenger procedures, crime prevention, and mutual legal assistance in criminal cases. Separate documents specify collaboration in defence and security, environmental policy, data hosting, and information systems. Both nations agreed to further expand energy cooperation and signed a memorandum focused on cultural exchange.

    Economic scope enhanced through a €40 billion investment package

    The visit resulted in a UAE investment package totaling 40 billion euros directed at Germany. This package supports the development of advanced digital infrastructure, including plans for new data centres with approximately 1 gigawatt capacity. In addition, UAE and German firms signed 29 business agreements and memoranda valued at over 9.356 billion euros. These commercial arrangements complement the government agreements announced during the visit, broadening the economic dimensions of the bilateral talks.

    Trade and investment figures underline the strength of current economic ties. Non-oil trade between the UAE and Germany reached $15.5 billion in 2025, marking an increase of more than 14% compared to the previous year. Cumulative investment flows from 2021 to 2025 exceeded $10 billion. The two governments also highlighted ongoing negotiations for a comprehensive trade agreement between the UAE and the European Union.

    Expansion of cooperation in energy, technology, and transportation sectors

    The investment agenda emphasizes additional corporate projects involving Covestro, RWE, ADNOC, and Masdar. Existing UAE-linked investments in Germany include XRG’s roughly 15 billion euro investment in Covestro. Both nations identified liquefied natural gas, renewable energy, and hydrogen as key areas for continued energy collaboration. Agreements also cover digital infrastructure, artificial intelligence, and other cutting-edge technologies within the broader bilateral framework.

    Spanning from September 9 to September 11, this visit marks the first state visit to Germany by a UAE president. Discussions in Berlin addressed economic cooperation, technological advancement, energy, culture, education, and regional issues. The establishment of the Strategic Dialogue, Investment Council, and the signing of related agreements create new formal channels for bilateral cooperation. The measures announced during the visit encompass government policies, investment initiatives, private-sector deals, transport access, and significant infrastructure projects.
