This financial aid is aimed specifically at strengthening national emergency responses and reducing the virus transmission in the Democratic Republic of the Congo (DRC), South Sudan, and Uganda. The rapid allocation of funds is intended to support regional containment initiatives and lower the death toll in the most affected areas.
The health emergency originated in the DRC, where authorities officially declared the new outbreak on May 15, 2026. The initial outbreak was concentrated in eastern Ituri province, impacting locations such as Bunia, Rwampara, and Mongwalu. Since then, the virus has quickly spread beyond its original focus, reaching the neighboring North Kivu and South Kivu provinces. Experts have identified the strain as the Bundibugyo variant of the Ebola virus, a highly infectious form for which no approved vaccine or specific treatment exists at present.
To enable rapid response, the comprehensive funding consists of two separate grants managed by leading international health agencies. A primary grant of $10 million, sourced from reallocated resources within the existing DRC portfolio of the African Development Bank, will be disbursed through the World Health Organization. An additional $3 million, obtained from the bank’s Multi-Country Emergency Assistance Project covering the DRC, Uganda, and South Sudan, will be implemented by the Africa Centres for Disease Control and Prevention.
Funding has been allocated strategically to address the different levels of crisis severity across the affected nations. As the primary hotspot of the current outbreak, the DRC will receive the largest share with $11 million. Uganda and South Sudan will each get $1 million from the Multi-Country Emergency Assistance Project. These targeted allocations aim to enhance preventative measures, strengthen health infrastructure, and prepare border areas for potential cross-border transmission.
Under the Ebola Virus Disease Outbreak Response Plan, funds will be deployed in close collaboration with the respective health ministries of each country. The focus is on curbing the virus’s spread while decreasing related death and illness in vulnerable populations. Key efforts include improving early diagnosis, expanding epidemiological surveillance, and community engagement. The funds will also support public awareness campaigns and regional coordination to unify medical responses.
Mohamed Cherif, the Deputy Director General for Africa and the DRC country manager for the African Development Bank, stressed the importance of this financial support. “This emergency support reflects the African Development Bank Group’s commitment to supporting the Democratic Republic of Congo and countries in the region in protecting human lives, strengthening the resilience of health systems and preventing the spread of the epidemic,” Cherif stated. He also reaffirmed the institution’s dedication to assisting its regional member countries during times of significant crisis.

Since there are no pharmacological options for the Bundibugyo strain, medical teams rely solely on containment, quarantine measures, and symptomatic treatment.
