    Published by the Department of Global Communications ahead of International Youth Day on Aug. 12, the brief notes that over 82% of individuals aged 15 to 24 are internet users globally. Internet access facilitates learning, civic involvement, and economic participation; however, exposure to harmful online environments can hinder the cognitive, emotional, and social growth of younger users. The report also underscores that children and teenagers are still developing essential skills to evaluate the information they encounter on digital platforms.

    The UN categorizes these threats into three broad groups: technology, distribution channels, and harmful content. Risks tied to technology include the misuse of digital tools and AI. Challenges related to access and dissemination involve algorithms, digital inequality, and limited independence of journalism. Content-related dangers encompass disinformation, online harassment, and hate speech. The report emphasizes that these issues often intersect, as technological innovations influence how information is delivered and which content gains prominence across digital media.

    Scrutiny Over Child Safety on Digital Platforms

    Significant attention is given to how leading tech companies shape digital services and generate revenue, according to the brief. It notes that attention-seeking algorithms can foster practices that manipulate the psychological vulnerabilities of younger audiences. Data collection and targeted advertising further enable highly tailored marketing efforts. The report raises concerns about exposure to extreme content and compulsive design features. It advocates for technology firms and AI developers to embed child rights and safety considerations into their product design and service delivery.

    In multiple regions worldwide, policymakers are exploring or implementing stricter online safety measures for minors. Restrictions based on age for social media access are among the most common proposals. Nevertheless, the UN briefing states that these restrictions alone are insufficient to address the broad spectrum of digital risks. It recognizes that online environments can support education, social interaction, and emotional well-being.     UN Initiatives on AI Safety Measures

During the Global Dialogue on AI Governance in July, UN Secretary-General António Guterres called for an AI Child Safety Pledge. He urged corporations to perform safety assessments specific to children and to establish independent oversight prior to deploying AI systems accessible to minors. The pledge also emphasizes zero tolerance for AI-generated sexual imagery involving children, advocating for detection, reporting, and removal of such content from digital platforms.

    The United Nations stresses that protecting youth in the digital realm requires coordinated efforts from governments, tech firms, advertisers, researchers, educators, and civil society. Its approach also promotes meaningful participation by children and young people in decisions that shape online environments. The brief incorporates five UN Global Principles for Information Integrity, focusing on trust, healthier incentives, public empowerment, independent media, transparency, and research. The organization advocates for stronger safeguards for young users while ensuring they can continue to learn, communicate, create, and engage in public life through digital means.
