BERLIN, GERMANY / RankWire.AI / – The World Health Organization has introduced a five-year initiative aimed at enhancing worldwide outbreak detection capabilities. The plan seeks to ensure that all nations are able to identify and comprehend emerging health dangers within 24 hours by the year 2030. This strategy was revealed at the World Health Summit 2026 held in Berlin. The organization emphasized that quicker detection can facilitate earlier public health responses, potentially preventing outbreaks from spreading across communities or borders. The 24-hour detection goal provides a definitive global standard for surveillance performance.

WHO launches 2030 plan for 24-hour health threat detection
WHO’s 2030 strategy puts 24-hour health threat detection at the center of global preparedness.

Leading the effort from Berlin, the WHO Hub for Pandemic and Epidemic Intelligence will implement the strategy from 2026 to 2030. Established in 2021 with initial support from the German government following vulnerabilities highlighted during the COVID-19 pandemic, the Hub now collaborates with over 160 WHO Member States and 190 partner groups and networks. Its scope includes surveillance, pathogen detection, data analysis, and international cooperation on emerging health threats. The Hub functions within the WHO Health Emergencies Programme.

WHO Director-General Tedros Adhanom Ghebreyesus stated that the Hub has become an integral part of the global health security system since its inception. The new strategy establishes four main objectives: strengthening surveillance, accelerating detection, enhancing analysis, and establishing reliable digital foundations. WHO intends for the program to connect governments, public health agencies, scientists, and technology experts. It aims to build upon existing systems while broadening access to tools for rapid threat assessment. Additionally, the strategy highlights transforming health data into actionable information to inform public health decisions.

Five core initiatives support the strategy

The strategy will be driven by five interconnected initiatives focusing on open-source intelligence, pathogen surveillance, modeling, national monitoring, and digital infrastructure. The Epidemic Intelligence from Open Sources employs artificial intelligence to monitor thousands of public sources daily for potential health threats. WHO reports that this system serves more than 125 Member States and 30 regional and international organizations. Its global EIOS community comprises over 4,000 experts supporting health threat detection and evaluation. The platform offers participating authorities real-time information sourced from publicly available data.

The International Pathogen Surveillance Network enhances capabilities in genomic sequencing and bioinformatics, aiding in the identification and understanding of emerging pathogens. Tedros mentioned that the network now includes nearly 360 partners across more than 110 countries. The Collaboratory connects over 2,000 modeling and data science specialists who assist in response efforts when new threats arise. The Collaborative Surveillance Initiative operates in more than 83 countries, supporting national agencies through a One Health approach. A newly established Digital Enablers initiative will focus on secure data exchange, analytical processes, and the responsible application of artificial intelligence.

Partnerships in Berlin extended through 2031

The WHO Hub has renewed agreements with the Robert Koch Institute and Charité Universitätsmedizin Berlin through 2031. These collaborations, ongoing since 2021, focus on surveillance, genomics, data science, and public health preparedness, with support from Germany’s Federal Ministry of Health during that period. These partnerships combine WHO’s international leadership with the institute’s expertise in public health and Charité’s clinical and research strengths. The renewed agreements ensure continued joint efforts that link scientific research with practical public health systems.

According to WHO, the 24-hour detection target is the primary goal of its Pandemic and Epidemic Intelligence strategy through 2030. The Hub assists nations in developing systems capable of identifying threats and understanding outbreak dynamics. The strategy also advocates for improved digital infrastructure, expanded analytical collaboration, and enhanced pathogen surveillance. WHO plans to leverage its global networks to bolster national capacities for detecting and evaluating new health threats. The organization emphasizes that this five-year plan builds upon the first five years of international cooperation centered around the Hub.
